Sign\u00e9e lors du sommet de la Terre \u00e0 Rio, en 1992, cette convention engage tous les \u00c9tats \u00e0 emp\u00eacher \u00ab toute perturbation anthropique dangereuse du syst\u00e8me climatique \u00bb. Une telle formulation atteste que les dirigeants de la plan\u00e8te ont conscience de la gravit\u00e9 des menaces depuis au moins un quart de si\u00e8cle, notamment \u00e0 la suite de la publication en 1990 du premier rapport du Groupe d\u2019experts intergouvernemental sur l\u2019\u00e9volution du climat (GIEC). De premi\u00e8res n\u00e9gociations sur la question avaient d\u00e9j\u00e0 capot\u00e9 \u00e0 Toronto en juin 1988, les \u00c9tats-Unis emp\u00eachant un accord sur une baisse n\u00e9goci\u00e9e de 20 % des \u00e9missions de gaz \u00e0 effet de serre (GES).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u00c0 partir de 1995, les COP ont pris une fr\u00e9quence annuelle pour permettre aux signataires (196 pays et l\u2019Union europ\u00e9enne) d\u2019avancer graduellement dans l\u2019\u00e9laboration de mesures pour lutter contre le r\u00e9chauffement plan\u00e9taire. Une des plus connues fut, en 1997, la COP3 au Japon, qui avait permis la signature du protocole de Kyoto. Salu\u00e9 par la presse internationale, ce protocole traduisait surtout un manque d\u2019ambition : il ne correspondait qu\u2019\u00e0 3 % de l\u2019effort \u00e0 r\u00e9aliser pour r\u00e9soudre le probl\u00e8me (1)\u2026<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En 2009, une campagne de d\u00e9nigrement pr\u00e9c\u00e9da la COP15, plus connue sous le nom de conf\u00e9rence de Copenhague. Des pirates informatiques avaient diffus\u00e9 les courriels d\u2019un groupe de recherche britannique en cherchant \u00e0 faire croire que le GIEC \u2014 qui venait d\u2019obtenir le prix Nobel de la paix en 2007 \u2014 aurait falsifi\u00e9 des donn\u00e9es. Bien que tr\u00e8s modeste et sans caract\u00e8re contraignant, l\u2019accord final sign\u00e9 au Danemark ent\u00e9rinait n\u00e9anmoins ce qui constitue encore les deux principaux objectifs des n\u00e9gociations climatiques : la limitation du r\u00e9chauffement \u00e0 maximum 2 \u00b0C par rapport \u00e0 l\u2019\u00e8re pr\u00e9industrielle et la cr\u00e9ation d\u2019un Fonds vert de 100 milliards de dollars (lire \u00ab Passe-passe autour du Fonds vert \u00bb).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Les discussions font ressortir un clivage Nord-Sud<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br>En 2015, la COP21 a \u00e9t\u00e9 nettement plus m\u00e9diatis\u00e9e que les pr\u00e9c\u00e9dentes, devant la pression montante des milieux associatifs, des mouvements de jeunes et d\u2019une communaut\u00e9 scientifique quasi unanime pour reconna\u00eetre le caract\u00e8re critique de la situation. But in another, it\u2019s really simple: we need to leave fossil fuels in the ground. All the bluster and grandstanding, the extravagant promises and detailed mechanisms discussed in Glasgow this week amount to nothing if this simple and obvious thing doesn\u2019t happen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A recent study in the scientific journal Nature suggests that to stand a 50% chance of avoiding more than 1.5C of global heating, we need to retire 89% of proven coal reserves, 58% of oil reserves and 59% of fossil methane (\u201cnatural gas\u201d) reserves. If we want better odds than 50-50, we\u2019ll need to leave almost all of them untouched.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet most governments with major reserves are determined to make the wrong choice. As the latest production gap report by the UN and academic researchers shows, over the next two decades, unless there\u2019s a rapid and drastic change in policy, coal is likely to decline a little, but oil and gas production will keep growing. By 2030, governments are planning to extract 110% more fossil fuels than their Paris agreement pledge (\u201climit the temperature increase to 1.5C above pre-industrial levels\u201d) would permit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even nations that claim to be leading the transition mean to keep drilling. In the US, Joe Biden promised to pause all new leases for oil and gas on public lands and in offshore waters. His government was sued by 14 Republican states. Though climate campaigners argue that Biden has many other tools for preventing such leases from being issued, he immediately folded, and his government has now begun the process of auctioning drilling rights in Alaskan waters and the Gulf of Mexico. It\u2019s just the kind of weakness the Republicans were hoping to exploit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Germany has promised to phase out coal production by 2038 (far too late, by the way). Yet it is still developing new deposits. For example, the village of L\u00fctzerath in North Rhine-Westphalia, which sits above a thick seam of the filthiest kind of coal \u2013 lignite \u2013 is currently being destroyed. But if Germany abides by its own rule, the mine will need to be abandoned before it reaches full production. A handful of European nations, which had mastered both the art of violence and advanced seafaring technology, used these faculties to invade other territories and seize their land, labour and resources.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Competition for control of other people\u2019s lands led to repeated wars between the colonising nations. New doctrines \u2013 racial categorisation, ethnic superiority and a moral duty to \u201crescue\u201d other people from their \u201cbarbarism\u201d and \u201cdepravity\u201d \u2013 were developed to justify the violence. These doctrines led, in turn, to genocide.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The stolen labour, land and goods were used by some European nations to stoke their industrial revolutions. To handle the greatly increased scope and scale of transactions, new financial systems were established that eventually came to dominate their own economies. European elites permitted just enough of the looted wealth to trickle down to their labour forces to seek to stave off revolution \u2013 successfully in Britain, unsuccessfully elsewhere.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At length, the impact of repeated wars, coupled with insurrections by colonised peoples, forced the rich nations to leave most of the lands they had seized, formally at least. These territories sought to establish themselves as independent nations. But their independence was never more than partial. Sous les haloxylon ammodendrons (un arbuste dicotyl\u00e9done aux feuilles r\u00e9duites \u00e0 des \u00e9pines vertes) jaunis, de nombreux travailleurs fouillent le sol sablonneux pr\u00e8s des racines, comme arch\u00e9ologues charg\u00e9s d&#8217;explorer le \u00ab tr\u00e9sor \u00bb souterrain.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Apr\u00e8s avoir creus\u00e9 environ 10 cm de sable de la surface, certains endroits r\u00e9v\u00e8lent des objets en forme de colonne ressemblant \u00e0 des pousses de bambou : les cistanches salines.
