Plastered on city buses, displayed on career web sites, slotted between songs on classic rock stations. They promise a quick start, $15 an hour and health insurance. In recent weeks, America\u2019s second-largest employer has rolled out videos featuring happy package handlers wearing masks, a pandemic-era twist on its annual holiday season hiring spree.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Amazon\u2019s object is to persuade potential recruits that there\u2019s no better place to work.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The reality is less rosy. Many Amazon warehouse employees struggle to pay the bills, and more than 4,000 employees are on food stamps in nine states studied by the U.S. Government Accountability Office. Only Walmart, McDonald\u2019s and two dollar-store chains have more workers requiring such assistance, according to the report, which said 70% of recipients work full-time. As Amazon opens U.S. warehouses at the rate of about one a day, it\u2019s transforming the logistics industry from a career destination with the promise of middle-class wages into entry-level work that\u2019s just a notch above being a burger flipper or convenience store cashier.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Union workers who make comfortable livelihoods driving delivery trucks and packing boxes consider Amazon an existential threat. While labor tensions have simmered for years, the stakes have risen sharply amid the pandemic, which prompted Amazon to hire more than 250,000 people to keep up with surging demand from home-bound shoppers. Risking infection while toiling in a crowded warehouse for $15 an hour has many Amazon workers asking if they\u2019re getting shortchanged.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A Bloomberg analysis of government labor statistics reveals that in community after community where Amazon sets up shop, warehouse wages tend to fall. In 68 counties where Amazon has opened one of its largest facilities, average industry compensation slips by more than 6% during the facility\u2019s first two years, according to data from the Bureau of Labor Statistics. In many cases, Amazon quickly becomes the largest logistics player in these counties, so its size and lower pay likely pull down the average. Contrairement a Google et Facebook, dont la principale caracteristique de ces firmes residaient dans la modernisation de la publicite et ne touchaient pas directement la sphere productive. Amazon se situe en amont dans la chaine production-distribution, alors que Google &amp; Facebook se situe a la quasi toute fin, tout a fait en aval du circuit de production et un peu plus eloignes de la sphere productive. Google &amp; Facebook traite des donnees numeriques, des pub au format numerique, alors qu&#8217;Amazon traite des produits, produits a livrer, ce qui a un impact sur la main d&#8217;oeuvre car la distribution Amazon entre en concurrence avec les autres formats de distribution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cela etant, aux Etats-Unis, l&#8217;administration publique n&#8217;interfere peu dans le developpement des innovations majeures sauf en ce qui a trait aux aspects legaux\u2026 En comparaison, les initiatives nouvelles en Chine sont bien encadrees, souvent propulsees par l&#8217;administration, integrees au processus de planification. Les plans quinquenaux sont connus des firmes qui peuvent y trouver la place et l&#8217;espace qu&#8217;elles pourraient occuper et acceptent l&#8217;idee que les impacts sociaux economiques qu&#8217;elles engendrent soient pris en compte par l&#8217;Etat dans l&#8217;etablissement des priorites socio-economiques.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En Amerique\u2026 cela n&#8217;est pas le cas, c&#8217;est pour cette raison que certaines innovations bousculant la vie economique et sociale plus que d&#8217;autres ne trouvent pas de repondants publiques pour encadrer et moduler les adaptations necessaires et les impacts negatifs de ces innovations\u2026 les societes locales doivent se debrouiller toutes seules.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Il n&#8217;est pas inutile de rappeler ce qui s&#8217;est passe dans les annees 60 et 70 avec l&#8217;arrivee des super-marches, des centres d&#8217;achats\u2026 comment ils ont perturbe enormement de tres nombreuses villes de moyenne densite\u2026 les commerces traditionnels se sont vu, petit a petit remplacer par les grandes surfaces ou plusieurs boutiques specialises s&#8217;etaient regroupees dans un meme espace geographique facilitant ainsi l&#8217;achat pour la population mais affaiblissant les commerces de proximite.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Maintenant, avec le commerce electronique, meme les centres d&#8217;achats classiques eprouvent des ennuis avec le commerce electronique(Amazon), ici je pense a WalMart, qui, il y a quelques annees faisaient peur a bien des municipalites.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ces phenomenes laisses a eux-memes perturbent les societes et celles-ci ne savent pas comment reagir\u2026 surtout en l&#8217;absence de politiques de  developpement coherentes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cela etant, il est bien evident quand on regarde les resultats financiers de Amazon, son succes economique, force est d&#8217;admettre que le marche (citoyens en general) y trouve son compte specialement en periode de pandemie\u2026 Mais personne ne consulte personne pour facilite les transitions necessaires pour valoriser les innovations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cela etant, la derniere campagne a fait emerger une initiative nouvelle qui pourrait donner lieu a des avancees importantes en matiere de gouvernance publique des innovations: le &#8220;New Green Deal&#8221;. Esperons que cette fois-ci les espoirs crees cette annee se concretiseront.
